Hi guys,
I'm new to Inkscape and new to graphic design.
AS practice I have been taking logos and icons I find online and trying to re-create them in order to increase my proficiency, so far so good except I am now stuck with a particular effect.
I am trying to recreate the world map effect in this icon:

Welcome to InkscapeForum!
Do you mean just the map in the background? Or do you mean the whole shiny, raised, acrylic looking button effect?
For the map, you'd just find a map image that you like, and import it. If you need it to be vector, you'd have to trace it, either "manually" or with Path menu > Trace Bitmap.
For the whole shiny button thing, you could probably find a tutorial somewhere. I know I've seen some for things like this, but I don't have them bookmarked. My forum signature contains links to 2 good tutorial websites. And YouTube is rife with Inkscape tuts. Or maybe someone else will have a link to one?
If you're really, REALLY lucky, someone might feel motivated to write one for you. I'm sorry to say that I don't have time at the moment.

I presume you were wondering about that outer glow which map has?
In order not to spoil your excitement in discovering Inkscape, I`ll say you need five objects/shapes/paths/clips or masks to achieve this look (and a few shiny spots to achieve 3D feel). Let us know if you might need some more assistance.
