saving svg for webpage

If I open up blank inkscape document and then make a 200 x 100 px rectangle, save it, then insert it as an <img> in an.html

This is because of your "canvas" size. Select the rectangle, then go to File > Document Properties and then click the "Fit page to selection" button.
