I found this thread that mentioned rotating the canvas:

And my purpose is the same:  All my maps require hexes that are flat on bottom, not with a point at the bottom.  In the axonometric grid set up, the Y axis is set to vertical (the X and Z can be changed).  If I can rotate that so that the hexes are flat on the bottom, then I don't have to spend more effort figuring out how to snap to this or snap to that, I can just align everything to the grid (which is a great feature and I'd rather use that).

I don't have a scroll mouse, but in that thread they said "you can rotate the canvas by holding down "control, shift, scroll".  Is there another way other than the scroll on the mouse to do this same effect?

Canvas rotation is part of the not-yet-released Inkscape version 1.0.

If you want to use that (it's currently in alpha), visit https://inkscape.org/release/master/

I downloaded it and it came in a folder named

inkscape-1.0alpha2_2019-06-23_14239f8-x64

So I put that folder in C:\program files.  My 0.92 version was just called "Inkscape".  I have a short cut for 1.0 and a shortcut for 0.92.  Am I ok to run both versions, or should I just go ahead and delete one?

It should be possible to run both in parallel on Windows.

There may occur incompatibilities with the preferences file, so what I would recommend is to make a backup of it, if there are any valuable settings in it that you wouldn't want to risk losing.

Maybe I'm not following you correctly.  Are you using a tablet?  if so, the below is not pertinent.
I don't use a mouse either, but if you select your hexagon and left click on it again you will see the reg and curved rotation handles pop up, just grab a curved one and spin it til you have the flat bottom where you want it.  Do that before you clone it.  Not sure if this is helpful, but it sounded like not using a mouse could be the issue...
