     1)  Just got through checking the last 118 drawings and of that I have 5 that are the right scale for a 3.5 x 6.3125 inches piece on wood.
I think the problem lies between mm and inches.
Oh and don't get caught up that scaling factor number. It can drive you bonkers.  :b1:  :xf2: I spent weeks on that one.
I set Document Properties to inches for the majority of drawings. Now I'm adjusting the Document Properties to mm just before going back the frame. My CNC is driving to high and I am not staying with in my workpiece of 3.5 x 6.3125 inches or 6.5 x 10 inches:b1: I think i'm on the right track but there is a lot of hours rapped up in those drawings.

:ot1: I also tried to generate a template but could not store in the template folder and it's scale was off to.

 :th: for listening.

Hi there, yes, scaling can be annoying.

You probably already read the FAQ item about it: https://inkscape.org/en/learn/faq/#inkscape-092-my-drawings-are-just-quarter-their-original-size-when-i-open-them-program-xyz

Let us know if there's a specific thing you need help with.
