The Inkscape article in http://dl.fullcirclemagazine.org/issue109_en.pdf says I can reorder effects, which is necessary since they are added at the bottom of the list.

Icon changes imply that it understands what I am trying to do but when I drop the dragged effect it sproings back to the bottom. For the less technical, replace 'sproing' with 'return' :)

I am using a new install of .91 on a LinuxMint 17.3 systemusing the installed default.svg.  To recreate, I opened a new doc, made a rectangle, blurred slightly to make a 1 node filter chain and added a blend effect.  I then tried to drag the blend up, tried to drag the blur down.

I think I am doing it right.  I know this is a dangerous attitude :)

Since complex (Inkscape is almost complex...) software can lead to non-intuitive mistakes, I suspect the remedy is simple.

Hi.

Drag and drop works just the same as the layer panel with layers.
Primitives only remain in place if you drop them outside the chain/list part.
If you hold it over the place you want it to be, a highlight will appear -either dashes around a primitive below or a black line between two primitives.
Tried to capture an animation of it in action but the drag&drop behave doesn't work when sharex is filming.

In my humble opinion inkscape is far from complex and lacks some very basic concepts.

Thanks for quick reply.

I never tried layer dragging since the layer manager has icons to move layers.  I have exactly the same issue with dragging layers.  Seems to focus the layer I want to move, the icon changes and the layer seems to pop out a little but not move up. When I let go, it flashes at the position where I let go and there is a display effect of it going back to where is was , at the bottom.

The behavior is consistent -

Probably should have mentioned - this is a KDE / Plasma system.  I wonder if some window manager effect is fighting with inkscape. I think I will install an alternate to test. But the layer manager in gimp works fine on the same system.

Could be a system specific bug.

Well it doesn't seem to be window manager specific - XFCE shows the same issue...

Welcome to Inkscape Community!

Well, I'm on Windows too, so I can't be much help with testing.  I don't have any problems moving either layers, or filter primitives.

But I've done some searching in the bug tracker.  It looks like you might be experiencing this bug:  https://bugs.launchpad.net/inkscape/+bug/886795 

I didn't read it very closely, but potentially you might find a workaround by reading it.  Or maybe you might even have some additional info to add to the report (or one of the related reports) that could help with fixing it?

I had looked at your citation prior to posting.   This post was an effort to find an easier way...

You forced me to read it more carefully.

What a bummer - it looks like I have to upgrade to LM18 which is a re-install for the KDE flavor.

I don't need the KDE bloat except that I use a KDE-based IDE for Web development and I find it easier to get everything working by towing the KDE line...

If there is anything interesting (like it is really fixed as documented), I will note it here.

Oh, well sorry about that.  I wish there was an easier way.

Actually, the project has started into the release cycle for version 0.92.  And the development version is available.  If there's any chance the new version would have this fixed in a way that you don't have to upgrade, it might be worth trying.  Unfortunately, that part is a little over my head, so I can't say for sure if the new version would be better or not.

I'm on LM17.3, Xfce, and it works for me... If I read the bug report info correctly, it appears as if you all you need to do is change your desktop theme. In case it helps, mine (which works) is Mint-X.
