I've volunteered to keep a current list of all Inkscape forums on this page:
http://inkscape.org/en/learn/.
I know there's a Brazillian forum, but can't contact the admins (because of language barrier). And at least there used to be a board for Inkscape on a linux forum somewhere. If anyone can put me in touch with admins, owners, or any other Inkscape forums anywhere, I'd be glad to make sure they're listed there on inkscape.org.
Also, that page is lacking a French translation, if anyone is interested in doing that. (Also Dutch, Česky, and Русский, and 3 Asian languages, which I assume are Chinese, Japanese and Korean....let's see if I can get them -- 日本語, 中国语文, and 正體中文) I can do the page edits, but I can't make the translation.
