For me there's nothing to recover. The file is definitely not a svg. This is some kind of binary.
Maybe it's a dump of inkscape crash. From some url in it, I think it could be some infected file so I removed your link.

I scanned the files with some antivirus. Finally there seems to be no virus. But there still nothing to be saved. I confirm this is a binary with some reference to crypto api and certificate by symantec. Nothing like a svg for me.

This file is really strange
xdg-mime query filetype foo.svg returns image/svg+xml (no reason for that) <= if this is true maybe someone could retrieve some content
file -i foo.svg returns application/octet-stream; charset=binary (ok)
I'll be glad if someone could have a look at it.

... that's no XML file at all... and it has no mime header whatsoever so whatever xdg-mime was saying, it was wrong.
Editing for the hundredth time Just in case you don't know, Inkscape can auto-save, but you have to have it enabled beforehand of course. Inkscape Preferences > Input/Output > Autosave

It looks like in ubuntu xdg-mime uses only the extension to check the mime-type (which is a really bad idea imho) that's why I get the image/svg+xml mimetype.

Yeah, there's no format header so who knows what's in there. I've never seen Inkscape doing this to a file, but whatever happened you're out of luck.
