Firstly I just want to say I'm totally in love with inkscape....weird
Anyway what I want to know is can I create a chalkboard style background using inkscape?
And if so how would I do it?

The sky is the limit. Can you make is a bit clearer?
Are you after an interior set with a standing blackboard, or are you after the texture of the board, or
do you want to draw an image as it was drawn with chalk on a board?
All is possible with inkscape but possibly it can be done much easier with other programs like gimp or blender.

This is not a (typical) work for a vector drawing tool.
But using filters you'd probably come somewhere close
